Bilingual School Organization (BISO)

Miami-Dade County Public Schools (M-DCPS) is a leader in Florida in world-language instruction.  As such, Dr. Carlos J. Finlay Elementary is one of only 14 dual-language schools in M-DCPS that employs the Bilingual School Organization (BISO).  All students at our school receive 40% of their academic content instruction in Spanish and 60% in English.  The BISO program offers students instruction in reading and language arts skills and strategies in both English and Spanish.  Students learn to transfer knowledge among both languages thus making them a well-rounded biliterate individual.  Research indicates that students who learn and cultivate a second language make a much smoother transition into the workforce.  We are committed to ensuring students fully develop Spanish as a second language and become bilingual and biliterate citizens in our global society.
